A seasoned technical, research, and policy advisor with extensive international experience, I formerly served as a member on the National Nuclear Regulatory Board (2023-2024). Also held the position of Director of Nuclear Security at the International Atomic Energy Agency (IAEA; 2016-2020). I also served as Special Assistant to IAEA Director General Yukiya Amano, focusing on technical cooperation and nuclear applications (2014-2016).
Prior to that , I served as a Minister Counsellor (Nuclear) at the Embassy & Permanent Mission of Malaysia to the United Nations, Austria (1995-2006) and later as the Director General of the Department of the Atomic Energy Licensing Board (AELB; 2006-2014)
My expertise centers on the protection, safety, and security of nuclear materials and radioactive sources, as well as related policy development, regulatory frameworks, and peaceful nuclear diplomacy.
Currently, I am also a member of the Network of Scientific and Technical Research Institutions and Experts in Support of the Treaty on the Prohibition of Nuclear Weapons (TPNW Scientific Network), under the United Nations Office for Disarmament Affairs (UNODA).
Recognized for strong analytical and synthetic capabilities, I bring proven skills in negotiation, strategic communication, writing, editing, and public speaking—frequently representing institutions at high-level international forums.
Additional leadership roles include membership on the IAEA Commission on Safety Standards (CSS) and Chair of the IAEA Director General’s Advisory Group on Nuclear Security (AdSec).
