Ts. Dr. Ishak Bin Mansor is the Deputy Director General, Research and Technology Development Programme of Malaysia Nuclear Agency, stands at the forefront of nuclear technology. With over 32 years in nuclear research and development, he has steered the agency through commitment and leadership in advancing nuclear technology research, development and commercialization to support Malaysia’s scientific and technological progress in nuclear areas.
Ts. Dr. Ishak Bin Mansor, aged 59, born in Penang is a distinguished professional in nuclear science and technology with an extensive academic and leadership background. He holds a Bachelor of Engineering degree (B.Eng.) in Electrical, Electronic & System Engineering from Universiti Kebangsaan Malaysia (UKM). He further his studies in Master of Science (M.Sc.) degree in Real Time - Power Electronic & Control System from the University of Bradford, UK, in 1998, and completed his PhD in 2013 at UKM, focusing on 4H-SiC Schottky Diode within Material Science. Ts. Dr. Ishak Bin Mansor is a Graduate Member of the Board of Engineers Malaysia (BEM) and a Registered Professional Technologist with the Malaysian Board of Technologists (MBOT) specializing in Nuclear and Radiological Technology.
His career spans significant leadership roles at Malaysia Nuclear Agency, where he currently serves as Deputy Director General for the Research and Technology Development Programme since September 2025. In this capacity, he provides strategic leadership to advance nuclear science and technology aligned with national innovation policies including DTNN 2030. He oversees multidisciplinary projects, fosters collaboration with international bodies such as the International Atomic Energy Agency (IAEA), supervises R&D roadmaps, and manages critical scientific facilities including the TRIGA PUSPATI Reactor and Gamma Irradiator. Previously, from September 2023 to September 2025, he was the Deputy Director General of the Technical Service Programme, responsible for engineering and R&D facility maintenance and ensuring safety and emergency preparedness for industrial applications involving radiation. He has also held senior positions such as Senior Director for Commercial and Technology Planning and Director roles overseeing technical support and technology commercialization between 2019 and 2023.
Throughout his career, Ts. Dr. Ishak Bin Mansor has contributed to nuclear instrumentation development, non-destructive testing techniques and the commercialization of nuclear technologies. His early experience includes research and development in instrumentation and control at the Malaysian Institute Nuclear Technology (mint) and process engineering in semiconductor fabrication at Motorola Electronics. His areas of specialization include radiation hardness detectors based on wide bandgap semiconductor materials, irradiation effects on materials and shielding composites, nuclear radiation detection and measurement, nuclear instrument maintenance and quality assurance as well as the interface of computer systems with nuclear instrumentation.
