

Esther Lew is currently the Principal Assistant Director at the Ministry of Economy. She oversees the macroeconomics planning for Wellbeing and Green Growth in Malaysia. She has more than 20 years of public policy and public administration experience on the implementation of sustainable development in Malaysia. She was involved in various aspect of sustainable policy development in Malaysia including in the area of energy, agriculture, housing, tourism and local government. She was part of the policy core team which oversees the policy design and ensure the successful implementation of new green electricity access initiatives in Malaysia including:
Malaysia Green Attribute Tracking System (mGATS) and Malaysia Renewable Energy Certificate (mREC) in 2019;
Green Electricity Tariff Scheme (GET) in 2021;
Net Energy Metering 3.0 in 2021;
Corporate Green Power Programme (CGPP) in 2022;
Low Carbon Energy Generation Programme and Corporate Renewable Energy Supply Scheme (CRESS) in 2024; and
Community Renewable Energy Aggregation Mechanism (CREAM) in 2025.
She is also part of the national core team which established her country’s maiden energy exchange mechanism to enable cross-border renewable energy trade from Malaysia to its neighbouring countries. Esther holds a degree in Biological Science and a Master in Environmental Management from Universiti Kebangsaan Malaysia or the National University of Malaysia. She also has a postgraduate diploma in Public Administration from the Malaysia National Institute of Public Administration.
